Planning

Nearly all planning applications affecting the Parish are included on the Parish Council agenda for consideration. The Parish Council does not determine the planning application, its role is to notify the City Council of any local concerns.

Parish Councillors consider the applications and make comments to the City Council based on local knowledge and comments exchanged by the public attending the Parish Council meeting.

The final decision is always taken by the City Council.

To view details of planning applications, type the application number into the City Council search page accessed at https://www.preston.gov.uk/planning

The application number is usually in the format 06/2016/0123.

Planning applications are assessed according to the local development framework. The Framework comprises of:

  • Core strategy
  • Local plan
  • Supplementary planning documents
    1. Affordable housing
    2. Re-use of employment premises
    3. Rural development
    4. Access to healthy food
    5. Design guide

The Local plan, affordable housing and rural development are frequently referred to when considering applications in Woodplumpton and these documents can be accessed here.

North West Preston Housing

North West Preston which includes Woodplumpton, has been identified as a strategic location to accommodate in excess of 5,000 homes. Broadly speaking the area covers all land north of Hoyles Lane up to the M55 motorway.

Various housing applications have already been submitted and some sites are now well developed. The sites will require new utility services and roads. There will be a Preston West Distributor Road (PWDR) which runs North to South from the M55 at Bartle Hall to Blackpool Road at Lea and an East - West Link Road (also referred to as a spine road) which runs E-W from Preston Grasshoppers through the housing developments to join up with the PWDR at Bartle Hall.

These roads are being processed by Lancashire County Council and details can be viewed at www.lancashire.gov.uk and typing NW Preston in to the search engine.

The City Council has also produced a Master Plan for the NW Preston site which sets out the phasing of the development and the amenities and services to be provided along with the proposed road structure. Details of the masterplan can be found on the Planning Policy button.

With construction starting on so many sites it is inevitable that there will be problems with HGV's accessing the sites, mud and debris on the roads etc. Details of how to report problems and contact the site managers can be found in the Parish News section.
